How can I improve the energy efficiency rating of my home while on a budget? Is it possible?

"Insulation and heat loss has to be you first target, cavity wall insulation usually has a grant available and should loft insulation. Next would be windows and any unused vents or gaps in the building fabric.
Then possibly heating system/boiler, also low energy light bulbs etc.

Tons can be done on a budget."
