How do I go about replacing a toilet flange?

How do I go about replacing a toilet flange? Is this fairly straightforward as a DIY job would you say?

"You are going to have to shut the water off to the toilet system if you can get to it if not need to find your stop cock and turn it off unscrew the screws and take the toilet out to get to the flange and then change the part and put in back in how you took it out"
