Foundation footings

Builder built 2 block gable end walls which failed planning he is now building a third brick wall on to the 600 wide foundation is this ok with building regs and would it pass planning

"There you 2 issues here planning and building control regulations
From the planning side they want to see the ascetics of the build to match any other building in the proximity.
And building control, so to say it would be alright to add extra weight on a footing is wrong because it should be calculated by a structural engineer"

"There needs to be a minimum margin of 150mm from outside edge of your foundation
That's why the stipulate minimum 600 mm wide
That counts for inside skin and outside skin
Building regs on footings
Foul pipes storm pipes must be shuttered where below concrete and bridged with suitable lintels"
