Do material shortages hold up extensions?

If there are hold ups with materials, can the order of fitting out an extension be changed, such as installing windows, floors etc? Are builders generally used to being flexible or does everything grind to a halt?

"It all depends on how big your project is.

Obviously some stages of the project need to be completed in a certain order and others do not."

"Due to materials sometime having along lead in time we try and place order for them as soon as poss to stop things not moving ahead, When they do not turn up we find ways around this like, Put ploy frames in till windows turn up but this does come down to what materials are needed. But on a hole it does not stop us being flexible to get the work done on time.
