Do I need a bricklayer or builder?

I need a retaining wall rebuilding. Is it better to hire a builder or bricklayer? Is there a cost or skill difference between the two?

"They're equally the same but a little different
(1) a bricklayer is the one trained in this field and can hired by a builder
(2) a builder can be a qualified bricklayer who is running his own business or somebody who has experience in managing construction business. And when he got a job will hire an experienced bricklayer"

"You need primerely a qualified bricklayer/concreter this would be cheaper than a builder. Skill sets are probably the same but a bricklayer would be cheaper nonetheless."
