Cracks in render/rising damp

My nearby outbuilding has developed cracks in the exterior render and interior plaster over the winter and in my house I think I have rising damp.

Do I get one person to assess the work? If so what kind of trade is best for a first view to work out what the risks are and what the right courses of action should be?

"Remove the render fix the cracks in and out use "sika" material which is water proof stuff and give to wall a good coat of pva and render back."
