Cost to convert tarmac driveway to block paving

Our tarmac is looking very tired and we want block paving instead. The drive is about 40 square metres. Does the tarmac need to come up entirely or can blocks go on top?

"It would need to fully come up, it would be a full reinstall for 40m2 it would be a rough estimate of £5000 from us"

"I would recommend having it all up and starting again and having It done properly. As the correct prep work ensures durability and anyone coming to lay over old tarmac is essentially putting there reputation on the line by trusting the current sub base . Roughly be around £4800 by us but again would need to see the job before locking in any price"
