Can I install a kitchen installed in an old underground cellar?

I was pondering an outside the box idea. I want to know whether it’s possible to have a kitchen installed in place of an old underground cellar on a property? How feasible is this? Are there any practicality/safety concerns (e.g. having an oven or/and an extractor fan installed?

"Everything is possible but I would check with your building control if there could be restrictions where you live. And it would obviously need to be dry"

"It's possible just depends on how much you wanna spend - i.e you would need head height to divert plumbing and electricity etc"
