Can heat pumps keep property cool?

Is it possible to use a heat pump to keep my property cooler during the summer months? Is this easy to achieve and is it safe for a DIY enthusiast to create this setup or should I hire a professional? If doing so DIY, I’ll make sure to research the necessary steps.
