Box room into toilet with small sink

I have a 3 bed cottage in Goodwick, West Wales. We don't have a toilet upstairs, but do have a small 2m square box room that I'd like to have converted. Would be needing a toilet, sink and the tile work, plumbing etc. I was wondering roughly what to budget from a basic conversion?

"You are looking to have your soil pipe added for upstairs and if your downstairs toilet is below the box room then it should be much a problem, however new plumbing tiling and fitting you looking at about £2000 - £4000"
