    If the boundary hedge is overgrown into your property, (yes you can if that particular hedge is causing a obstruction or access.

    "It all depends if your hedges are encroaching on his/her property, if so then it is either your responsibility to keep your hedges off his/her boundary or deem it acceptable for him/her to cut them."
