What is ceiling primer and what’s the best primer for a ceiling?

The best primer is zinner primer cost more dose a good job.

If your ceiling is freshly plastered you have to prime/Miss coat the fresh plaster. There is no primer for that really! You have to mix the paint one part water, one part paint. If you do not water down the paint it will just peel off the ceiling.

Trucryl is an acrylic primer which is water based, fast drying and suitable for both non resinous softwoods and hardwoods. It too serves a dual primer and undercoat purpose. Acrylic/Water based primers are generally not suitable for exterior use and are sometimes difficult to sand

I always find normal emulsion is ideal. Don’t use silk on fresh plaster you will regret it always put coat of emulsion before you use silk or a sheen

I would recommend VALSPAR trade white emulsion. It's good for that process

Normal emulsion is as good as anything. Water it down for the first coat then your good to go . Just do not use silk as the first coat.

I find that Zinsser primer is best, even at a slightly higher cost. Great product and durable results, always.

It all depends what the existing paint is. 

The Zinsser brand will overcome almost all different  and difficult surfaces.
