"Yes absolutely, the flush volume can only be as great as the water held in the cistern."

"Yes, regulation state that the 6 litres should be enough for a full flush. Some old toilets require over 6 litres for a proper flush."

"Yes, it will although be care full not to reduce to much. If you have a newer cistern you should already have a 3 & 6lt flush.

If is a single flush you should be able to adjust this and do no less then 6lt for a full reccomend flush."

"Yes but not recommend as the water level is set to a certain amount of water in order for the waste solids and paper to be flushed down the drains without causing any issue like blockages. If there's not enough water the waste will just sit in the pipe then the next time the toilet is used the waste just builds up ."

"Yes. But if you reduce too much it won’t do a proper flush."

"If u low the volume of water yes but this could lead to issues when getting rid of no2s I would recommend installing a dual flush syphon you require a min of 6l to get rid of a no2"
