Can I put ply down over tiles

Hi I'm having a new kitchen fitted. A wall knocked down opening the kitchen to utility room the floors all the way through at already tiled. One room is wood floor the other is concrete. The wooden floor joints have started to to crack and come lose (also tiler didn't board the floor before tiling ) he said because he was using flexie glue and grout .My question is could I board throughout with 18mm ply and then fit kitchen or will I need to lift all the tiles or can I leave the concrete floor tiled as they haven't budged and lift the wood floor tiles and put thicker ply down to keep it level
