Window fitting confusing

I had new windows fitted, the job is not yet complete. When removing window, they smashed them out, taking concrete off around the windows. This has meant they have had to use a lot of silicone. I'm not sure why under the window sill has been filled level?
They now want to add trim around to cover the silicone and stone damage.
The windows that haven't been finished outside they are now saying they won't silicone these and just add the trim
I'm so confused as was told they had to silicone to make windows weather proof.
Can anyone offer advice please.

"If they've taken the render off, they should be replacing the render with a waterproof mix. Silicone and trim is the lazy way and i certainly wouldn't allow my lads who work for me to do this. They'd be sacked immediately. Get them told."
