Who do I call if there’s a sewage smell in the house?

There’s a strong drain/sewage smell that comes and goes and I can’t tell if this is a plumbing issue, drains, or something more serious. Where do I start with this type of problem? Would the 1st stop to be call a good plumber to inspect, or is there a specialist I should find?

"Pour water into all drains.

Clean all traps.
Check around the toilet base for smell."
