"first find out if it's a water logged area, if it is not, then you don't need a sump pump,
if it is, find out if the basement has been tanked, if has been tanked, you don't need a sump pump.
if it is a water logged area and it has not been tanked, then you will need a sump pump.
getting the basement tanked is a better long term option if you are the home owner, as you can actually get to use the basement storage, utility or games room"
