Stonework flaking after repair

Exterior stonework that's been repaired with cement is now flaking away. Does the cement need removing?

"Cement pointing may be harder than the stone if it was done a few years ago the cement pointing will cause the softer stone to crack and allow water and frost to penetrate the surface of the stone, Might be worth looking at repointing with lime mortar."

"Is the stone flaking or the cement ? If its the stone then that's just a bad choice of stone, stone tends to get brittle and flake when it's irroded with weather but that takes years , or was just a bad choice of stone witch was all ready flakey before instalation if its the cement flaking then the mortar mix is to weak or....it was put in on a cold day and hasent set properly it will need re doing hope this helps"
