Sinking block paving

Why would a block paving sink exactly? What can you do about it too?

"The paving is sinking due to the sub base not being built/installed properly, this would require the paving being lifted, and sub base dug out from existing aggregate and type one material putting down, then Wacker platted and then sharp sand/cement mix Wacker platted on top of that then the paving relaid and also Wacker platted.
