How to fix an uneven floor so can get new carpet place over

I have a living room with a carpet over but it has become uneven with lumps and bumps noticed underneath. The vinyl like times which are underneath are pushing up and making the floor uneven. I want to get new carpet how will i go about fixing the floor first. The tiles are over a concrete floor base

"It seems likely that your floor screed has collapsed and needs that area re screeded then your floor will be back to normal and your carpet will be sitting level on the floor"
