Do electric failsafe locks stay open or locked when there's a power cut?

"This depends on reasons it was installed. For there are varioous scenarios to why you want door to remain locked when power cut. A shop may want it to be locked so people couldn't help themselves. You may want it open when power cut ,say, if its a block of flats so people can get out without keys."
