Disrupted ditch work outside home

There’s a ditch across the way from my home and someone used to come by and clear it out every so often. But suddenly it’s no longer happening. Do you know why this might be? Is it to do with council? Might it have something to do with covid and the disruption its caused to operations, etc.? What other reason might it be?

If it's a privately owned watercourse that ends up in that ditch then it'd the landowners issue and he/she should deal with it. Many have died and this may have been overlooked."

"This is likely to be down to your local Drainage Board. If the ditch is adopted by the drainage board then it is down to them to maintain the ditch and they are extremely busy at the moment with all the flooding and ground water so they will be prioritising the high risk ditches and dikes."
