Concrete floors in first floor flat

I have made an offer to purchase a first floor flat and I am concerned about the floors in the kitchen, bathroom and en suite. The flat has been empty for approx 4 months and smells damp. There is a ridge in the kitchen floor and the vinyl floor covering in the bathroom and ensuing is rippled. What could this be?

This would cause a damp smell.
Until uplifted you could not be sure."

"No ventilation and no one using the heating for 4 months will be why it smells."
