Do grippers need to be replaced when fitting new carpet?

As long as the existing grippers are still in good condition you wouldn't have to change them.

Not always. As long as pins are Sharpe. In standing upright then it's OK to use again.

No. Unless the spikes are flattened although most carpet shops advise new underlay and gripper when buying a new carpet as sometimes the guarantee of the carpet is subject to this.

not unless they are a mess but if you do not mind replacing then is not to much extra and also not much extra work for installer
