If the existing flooring is smooth and no rips or tears, yes, as log as the new vinyl is fully adhered,  as all vinyl's should be.

Hi there, I will always recommend removing any existing floor coverings before laying more flooring. Always best to go back to your subfloor and start again.

It all depends what kind of existing vinyl is, if it is hard and solid fitted to floor, than yes you can lay vinyl over vinyl
