Can heavy weights cause floor to buckle?

Is it true that a heavy weight resting on a floor can cause it to buckle or lift over time? If so, how can I tell what object(s) are responsible and what can be done about it?

"Yes, substructure and boards need to be able to bear the required load. I think it's a rolling load test"
