Can excess water cause damage to underlay

If excess water is seeping through a vinyl floor, could it actually reach the underlay and cause damage to it? What would I need to do if this happened?

"Yes because the underlay is not a waterproof that’s why is the water is arriving to the underlay whatever is that it’s gonna be 100% damage"

"im afraid if water has got under your vinyl it will cause your vinyl to bump in a half moon shape and will need replacing sorry if this is not helpful"
