Can bees return to the same spot after removal?

We had a bee nest removed from the eaves last summer and they seem to be back in exactly the same place. Is this normal, and is there a way to stop them reestablishing?

"They can if the conditions of the area are attractive to bees, I.e water source, pollination near by, very unlikely they will use a dormant hive already treated however"
