Bird's nest removal

When can you remove a bird's nest from your gutters? Are there any restrictions?

"Depending on type of Bird if its a pigeon and the gutter is close to your window then it can be removed on general licence basis however if there isn't any health hazard to yourself and others then it's illegal to remove it . All depends on circumstances"

"Really can vary in the bird but most likely can be removed prior to eggs hatching on as soon as they (young) leave the nest"
