Do bathroom fitters provide free home visits to take a quick look at issues/perform a survey?

Depends on circumstance. If you are looking to have work done then a survey/visit for free would be normal.
If you have an issue you are looking to get resolved (i.e leak) and it is a call out to repair/fix then it is chargeable.

Yes in general, I know I do, I contact the customer to arrange a small survey prior to completing their quote, it suits both parties.

Most trades should offer a free quote service but most would require an upfront deposit on goods and materials if you go ahead with anyone.
