What is mulching?

What is involved in mulching a garden and should I do so to my garden? When might it not be a suitable approach?

"Mulching is adding a layer of organic material, to the soil surface, I.e around Roses. called Mulch.

Which will retain moisture and deliver it slowly to the plant, add fertility, keep weed growth down and look nice.

It can harbour pests, if this happens, reduce mulch and don't water unless you are sure it is dry by nightfall as the vine weevil for example are nocturnal."

"It's a material (as straw or bark) spread over the ground especially to protect the roots of plants from heat or cold, to keep the soil moist, and to control weeds."
