I need a large framed picture hanged but the wall is solid the drill is making a hole but wont go any further is it possible?

Supply and fit a new shed, looking for a metal shed around 10x8 also run electricity from an outside electric box already fitted.

We have a light fighting which isn't working with new bulbs or light switch replacement. Believe potential wiring fault in the fitting.
