Their quote was comparable to another quote but I selected them. When they removed the fascias they maintained that the roof felt had deteriorated and that this would need replacing up to 1 to 1.5 metres from the edge of the roof. They quoted a price without any details of an additional £9,000 that would include the erection of scaffolding over the 25-metre length of the roof felt on both sides of the house. After some discussion during the rest of the day we agreed a figure of £6,000 that I still felt was excessive but was concerned that the holes in my roof needed urgent attention. The 2-scaffolders were clearly not interested in any duty of care while erecting the scaffolding and also left tubes and clamps in my garden despite being asked to remove them. They obviously had no awareness of the NASC SG4 guidance as there was no netting on the surrounds. One spoke no English and the other's command of the language was poor. The scaffolding was not formally inspected by a competent person before use nor designated safe with a green tag. Pro Guard Roofing and guttering were unwilling to demonstrate that they both held the necessary CISR cards or NVQ Level 2 certification. Over the next four days someone undertook the work of removing tiles, replacing the felt and rafters (see below), fixing new battens, and replacing the tiles. He was assisted by another labourer for the final two days. The scaffolders did not come to remove the scaffolding immediately as requested and turned-up unannounced 8 days later. While dismantling the scaffolding they walked over the lower roof and broke tiles and left without saying anything. I paid £5,000 to Pro Guard Roofing and guttering and informed them I was hiring a building surveyor and until he had reported on the quality of the work I was withholding £3,000. The surveyor assessed the quality of work to be sub-standard and highlighted the key deficiencies that will require further work: - No indication that any of the end rafters were weak / rotten or been replaced. - Determined that some of the tiles have not been properly replaced / configured - The sarking felt has not been dressed (tucked in) under the leadwork and is demonstrably hanging loosely and in places incorrectly laid. - Eave trays should have been fitted over the edge of the felt to keep it in place and prevent UV damage. - Tiles broken by the scaffolder need replacing - He considered that the amount charged substantially exceeds the scope of the work performed and do not comply with UK health and safety laws governing construction projects laid out in CDM 2015. I wrote to the two individuals, one who telephoned to inform me that they would not undertake any remedial work and did not wish to talk to me ever again about this work in a very unprofessional manner. At the recommendation of the surveyor I am employing another roofer to undertake the remedial work. As you will appreciate I am very displeased with Pro Guard Roofing and Guttering.
